(1) A person or a government office who wants to obtain a license to import and export the specified goods shall submit an application to the Director General in the form of Schedule-1 if it is for export and Schedule-2 if it is for importation.
(2) If it is deemed advisable to do so under sub-rule (1), the licensing authority shall issue the license in the format as per Schedule-3 for export and Schedule-4 for importation.

(3) Sub-rule (2) Regardless of what is written in the law, if the government of Nepal has entered into an agreement to issue a specific type of license, then the license must be issued accordingly.
